“Bridging Accreditation and SDGs through Outcome-Based Education: Pathways for Transforming Engineering Curricula”

Abstract

The convergence of global sustainability challenges and the demands of the Fourth Industrial Revolution (IR 4.0) has intensified the need for transformative approaches in engineering education and accreditation. This keynote explores how accreditationframeworks, specifically the newly launched Engineering Accreditation Standard 2024 by the Board of Engineers Malaysia (BEM) that can serve as a strategic vehicle for embedding the Sustainable Development Goals (SDGs) into engineering curricula through Outcome-Based Education (OBE). Emphasizing constructive alignment and gap analysis, the presentation highlights how the 11 Graduate Attributes under EAC2024 map directly to key SDG competencies from sustainable design (PO3), the engineer and the world (PO6), and ethical responsibility (PO7), to lifelong learning (PO11).

It further outlines practical implementation pathways, including curriculum reform, authentic and inclusive assessment strategies, stakeholder engagement, and the integration of emerging technologies such as Generative Artificial Intelligence (AI). Drawing from both Malaysian and international contexts, this keynote showcases best practices and case studies, such as SULAM and capstone projects that demonstrate the alignment of programme outcomes with real-world impact. Ultimately, it positions accreditation not merely as a mechanism for quality assurance, but as a powerful catalyst for producing engineers who are equipped to lead in building a sustainable, inclusive, and resilient future. Advancing this agenda requires institutional commitment to reimagining curricula, empowering academic staff through professional development, strengthening industry-academia-community linkages, and embedding SDG values across all levels of engineering education and practice.


Biography
Dr. Ir. Che Maznah is currently a Professor at the Faculty of Civil Engineering & Technology, Universiti Malaysia Perlis (UniMAP). Previously, she was a professor at the Civil Engineering Studies, College of Engineering, Universiti Teknologi MARA (UiTM) Pulau Pinang Branch, Permatang Pauh Campus, Pulau Pinang and has served UiTM since 1994. She holds a Professional Engineering with Practicing Certificate (PEPC) from the Board of Engineers Malaysia (BEM) and served as the Head of the Quality Unit for the Civil Engineering Faculty at UiTM from 2017 to 2019. Additionally, she served as the Associate Director (Technician) from 2018 to 2020 and is currently the Associate Director (Civil) at the Engineering Accreditation Department (EAD), Board of Engineers Malaysia (BEM) until 2026.

Dr. Ir. Che Maznah is a certified Head of Panel Evaluator for the EAD, an MQA APEL A & C panel evaluator, and an internal auditor for iQMS at UiTM. She is a master trainer in Outcome-Based Education (OBE), and a certified Master Trainer in the CDIO Framework for Engineering Education (2012). She holds a Training of Trainer Certificate from HRD Corp (2022). She serves as an External Examiner for Civil Engineering programs at various universities in Malaysia and was appointed as an Expert in Outcome-Based Education for the ASEAN European Union Support to Higher Education in the ASEAN Region (SHARE) (2022) as well as Deputy Head of the Engineering and Built Environment Cluster at the National Council of Professors (2022-2024).

Dr. Ir. Che Maznah is actively involved in curriculum development and review for diploma, degree, and master’s programs, having served on various committees within and outside the university. She has delivered hundreds of workshops, training sessions, and conference papers on engineering education, accreditation, and outcome-based education, both locally and internationally. Her work extends beyond academia, as she engages in research, consultancy, and community projects related to international construction business, civil engineering, engineering education, and accreditation. She has published her research in various journals and conferences and has received numerous academic and research awards. She was the champion of AKRI2022 (Anugerah Khas YB Menteri Pengajian Tinggi: Rekabentuk Kurikulum dan Penyampaian Inovatif) under the Alternative Assessment category for her project titled “An Innovative Alternative Assessment for Engineers in Society Course Integrated with SULAM and Design Thinking Approaches.”. Recognized for her contributions, she has been appointed as a committee member for AKRI2024 and AKRI2025 under the Alternative Assessment category by the Ministry of Higher Education Malaysia. Most recently, she won the Silver Award in the Learning Assessment category at the 11th QS Reimagine Education Awards & Conference, held at the QEII Conference Centre, Westminster, London, United Kingdom, from December 9-11, 2024.
